Also wenn Du z-B- Deinen Nick zu schnell nacheinander wechseln willst kommt das! Weil man den Nick nur alle 30 Sek. (geraten) ändern kann und wenn du es schneller machst kommt genau dieser Fehler!
Übersetzt heißt das etwa: "Ziel änderte sich zuschnell, bitte eine Weile warten und neu versuchen"

Oder wenn du zu schnell hintereinander zu viele Leute DCC'st (z.B. mit dem
mIRC-Exploit), bekommste die Meldung auch irgendwann...

you are doing something too fast. e.g too many commands in one minute.
you have to wait a while and try again
