Da de.quakenet.org bei mir auch gerade nicht anpingbar ist, schlage ich vor, die deutschen Knoten vorerst zu meiden. uk.quakenet.org ist eigentlich recht stabil.

Wovon dieses Problem abhängt, ist noch nicht so richtig bekannt, gemeldet wurde es allerdings schon mehrfach.
Geht es denn unter Vista mit dem Standard-mIRC?

Etwas spät, aber allgemein:
Wenn solcherlei auftritt, ist durch irgendetwas der Zugriff auf den Gamers.IRC-Ordner gesperrt. In diesem Fall hilft meist ein Neustart.
